Principles for Immigration Reform Legislation
It must promote economic opportunity. The American Dream is what drives the economy and all those who are a part of it, and due to this we must renew our commitment to improving job prospects to all low-income Americans while extending the protection of U.S. labor laws.
It must be comprehensive. Comprehensive immigration reform means fixing the whole problem, not just a part of it.
It must include long term solutions. The issue of immigration does not end at America's borders. Working with other countries to improve economic conditions abroad while also strengthening our own economy need to be top priorities.
It must include a rational and humane approach to the undocumented population. Undocumented immigrants must be given a path to lawful citizenship that includes paying a fine, studying English, background checks, and paying taxes.
It must protect U.S. and immigrant workers. The rights of all workers to bargain collectively, to work in a safe environment, and to be protected by anti- discrimination laws must be maintained in any new immigration reform legislation.
It must allocate sufficient visas to close unlawful migration channels. The arbitrary immigration limit set by Congress must be changed so that it more closely reflects the needs of the labor market. In order to do this a new commission must be created that will be in charge of how many visas are issued each year.
It must enhance our nation's security and safety. A sensible enforcement strategy will improve our security, protect human rights, make the most effective use of currently available tools, and be fiscally responsible. This would target the most dangerous individuals and unscrupulous employers that hurt the American economy.
It must establish a strategic border policy that reflects American values. A new border strategy that respects the rights of immigrants and border communities and their rights is essential to truly comprehensive reform.
It must keep American families together. Those who receive work visas should be allowed to keep their nuclear families together and those whose family members are already in the U.S. must have their admission expedited.
It must promote immigrant integration. The federal government must help immigrants learn English and civics while also ensuring equal opportunities for immigrants to participate in government programs and services.
It must protect fundamental rights for all. The Constitution guarantees due process for all people in this country, and Congress must restore this right to immigrants so that they can be treated fairly under U.S. law.
