Citizens for Fair Education Taxation

NHCA founded and staffed Citizens for Fair Education Taxation (CFET) shortly after the NH Supreme Court's 1997 Claremont II (education funding) decision. It has served as a watchdog coalition of organizations and individuals that analyzes and rates education funding plans before the state legislature. CFET's goal is to see that a solution to the Claremont II decision is developed that recognizes that the state is responsible, through reasonable and proportional taxation, for providing an adequate education as a fundamental right for all children in our state. The coalition has worked to educate people in communities throughout the state:
  • Raising awareness about the requirements any potential solution must meet to satisfy the Claremont II decision;

  • Helping people understand how potential solutions would affect them personally; and

  • Sharing information about how potential solutions might affect the state as a whole.
During the 1998/1999 legislative session CFET developed nine reality checks that any funding plan needed to pass to be considered a "real" Claremont solution. The reality checks were divided into three categories:
  1. Basic - to determine if the revenue raised and the funding of an "adequate" education is constitutional according to the Claremont Decision;

  2. Fairness - to evaluate bills on the degree to which they distribute funds to students and communities who need extra help, and provide relief to poorer taxpayers;

  3. Adequacy - to evaluate bills as to how well they fund an "adequate" education as defined by the Claremont Decision
The coalition has used the reality checks to rate all of the funding plans introduced to the legislature. The ratings are released to coalition members, members of the New Hampshire House and Senate and the media. CFET has also fought to defeat constitutional amendments that would overturn the Claremont II decision.
